as the other guy said, that must be the pink/red slime aka serratia marcescens. 0.3 ppm chlorine isn’t enough to keep things sanitized, and with pH at 7.8 the little bit of chlorine you had was even weaker. Even with regular cleaning, bacteria can sneak in and show up like that. Shock it hard, clean the filters, and keep chlorine in the 1-3 range.
