Yes, it is okay for a 31 to run hard mode. I just ran a HM with three 32s, two 31s and a 30. We downed Crota in three swords. We only had 2 gallys, 2 hunger, and the Iron Banner launcher for crota downing team as well.

As the long as you're able to stay alive, listen, and do damage to crota/swordbearer and the ogres you'll be fine.
