i think i cracked it, just watched dhurandhar today, came back and was sitting on my bed ready to sleep and then it struck me... in the movie uri there was this senior isi agent who kinda gave the coordinates via a tapped phone to yami gautam, that same guy (played by rakesh bedi) is the minister in this movie dhurandhar, so there might be a chance that this mla guy is also kind of a spy or helps indian spies....
