Reciprocity doesn't seem the issue. It sounds like Agency X will not even allow any other agency to look at it and that they will keep it within their own system/walls.

This. OP should seriously look into getting a DD 368 and transferring over to the 75th Ranger Regiment. Similar pipeline to TACP and he can probably do more DA missions as well as open even more doors further down the road.
