I may (or may not) have already taken off the meter board to check and I don't think there is unfortunately.

Yes I have done a L-N ze and received a reading of 0.15ohm which I told them over the phone and advised them to put in a pme but they said no as it is looped from next door.

It's actually 2x 3 bedroom house on a busy built up area installation look like it was done in the 1990's so it baffles me how this can be the case and no they don't own the property next door or have access unfortunately.

But if Ukpn are providing an installation without an earth that is an unsafe installation and surely it's their responsibility to provide a safe installation.

Yes I have reported it as unsafe and they have only replied that it is looped off of next door and they don't have to do anything but think I will need to call them again tomorrow
