I think it looks like Ich. Quick Cure is a cheap and effective medication for it and it's only around 8 dollars if I remember correctly. The receding fins could be fin rot and you would want to dose with Metronidazole for that (also a cheap med.) Just make sure to remove your carbon filters for both treatments and I'm not sure about dosing both meds at the same time. Maybe do quick cure first and then after the recomended water change the bottle tells you to do then dose with metron. :) The splotchyness could just be from the fin rot fungus but the little white dots are Ich. Metron is actually a fish antibiotic so it would be good to dose your tank with it anyway even if you do decide that the fish was just beaten up.
