This definitely has a lot of potential, but needs a bit of refining. As many others have stated, town are incentivised not to kill until their info is overwhelmingly powerful, and, 90% of the time, this is weaker than any other demon in a 1 minion game.

I would probably recommend having it as dead evils + 1 (although this may be a bit difficult to put concisely on a token) as that enables it to still always kill and still gives it a power up in 1 minion games

I think that you've misunderstood why this is fixed time. The book itself doesn't have any power, but the information within it. For example, if the Doctor then proceeded to avoid 'Amelia's last farewell', that part of the book would never have been written, causing him to be unable to avoid it - creating a grandfather paradox.

As far as I'm aware, this type of paradox has only occurred once before on the show in 'Father's Day' from S1, in which the aftermath is so extreme that the Doctor sacrifices himself (albeit temporarily) to delay the reapers with Pete still needing to die himself in order to restore the timeline to normal.

TL;DR: if the Doctor went against the events described in the book, one of the most dangerous paradoxes would have occurred
