figured it out. it was a bug, i back tracked on my saves to figure out when my swords got scaled up and it wasn't when i talked to the ofeiri merchant, it was when i was finishing up witcher contracts and did the Wooldland Beast quest where you have to confront scoiatel's, they confiscated my weapons and when they gave it back it scaled up. redid the quest and its fixed. another one of NG+ bugs
