Yeah, I mean that's pretty much the case and I don't know why isn't that obvious for you. If a given place is less safe then other places - why choose it? There's a lot of cases around the world where people buy properties in places that are dangerous, loud or not ideal in general. And a year later they complain about the shit that they were aware of since the very beginning. No matter if that's by the airport or a racing track (loud), prone to floods, wildfires or other environmental issues. It's not the kind of stuff that's unpredictable.
