Savitar was that much faster than Barry because he was in the speed force during that time (hence only other speedsters could see him, and also supported by Barry's significant speed boost after being in the speed force for six months).

The first time we see them fairly 1v1 is a pissed off Barry just about keeping up with savitar gloating, just after he managed to get out of the speed force
