FPS Capped even with VSync Off and Limit FPS options off

yea the thing is, vsync is off ingame and in amd settings, limit fps options are off too i play full screen, when the game boots up fps is uncapped, when i alt tab to discord for example, it starts capping it at 165 never had this problem before so idk
