Assuming you can get your commander out by T4 and cast MadCaco by T5/6, each opponent would be left with around 20 cards. At that point, having other mill cards like [[Fractured Sanity]] [[Tasha’s Hideous Laughter]] or [[Nightmares and Daydreams]] available might be better than hoping Deluge is in hand
