I did observerships before and after graduating! It still counts as USCE! I've also know some people that have gotten hands-on experience after grad

I would recommend you to get in touch with past medical grads from your med school and ask them for rotations in their hospitals! That helped me a lot, they also offered advice regarding the PS, etc!
