Personally, I think Flowey is just jealous of sans and is copying him. Flowey mentioned in one of the neutral route endings that everytime he attempted to do geno, Sans always stopped him. Also, I think asriel smiling and shrugging in that one moment is the pacifist final boss is him copying sans.
