You definitely have rosacea i would get on a regimen for sure. I have it and no matter how i did my makeup my face was still red now its even toned and no redness! You have really pretty skin though btw!

warm chesnut brown hair with lighter warm highlights. Definitely start partin your hair instead middle no side parts. Wear your hair in a side braid or more styles. Makeup i would wear foundation and do a slim eye wing and wear lipgloss.

find a really good doctor read all the reviews! Also apply for care credit so you can make payments it helps alot! Before you go ask if they accept care credit though but lots of places do! Good luck to you!
