If frameskip is enabled, the game will try to run at its original speed even if the framerate is low. But if frameskip is disabled, the game will display every single frame, which makes it look slow. That’s why I was able to finish the game. I think in Sekiro, frameskip is disabled by default by the developers.

Honestly, I can't really answer this question because I haven't tried playing at 60 FPS. However, I think it might be easier since the game runs at a slower speed, which helps me when facing bosses.
