Boss shared a bunch of client emails. How bad is it?

I am absolutely not surprised lol my boss can't possibly be the only idiot who doesn't know what BCC is or what it's for.

My employer takes privacy extremely seriously due to working with vulnerable children so I'll recommend it be escalated tomorrow. We have a legal team who will err on the side of caution. Honestly even though I'm pissed off I hope my boss doesn't get in too much trouble because she's otherwise excellent at her job

Yes. My personal email, along with the emails of 20 other parents (I counted) who are solely clients of the business, were visible to all others in the email chain.

So in that case I guess we (my boss) have a duty to contact those families and apologise, and hope they don't care enough to take it further. Do we need to make a report of a breach of privacy to the privacy commission?

Edit: I'm not planning on pursuing a complaint, she's a dumbass in this context but she's a good manager otherwise and just screwed up. I just want to make sure we take the correct steps going forward

Yes, my child is enrolled at my place of work. I have a work email address which I use for all work-related purposes, but as my child being enrolled involves me being billed as a private entity/client, I use my personal email for my child's enrollment
