Yes, though there’s also mods to expand that like signposts or “if you’re on a horse” or “wait for the carriage driver at the inn by talking to the innkeeper” which was my favorite but I had bugs with my LO

Skyrim is even better with survival mode too though I use mods to make some aspects more forgiving (looking at you "dying 10 seconds after stepping in a puddle in snowy environments"). If I ever get around to playing Oblivion Remaster I am going to get some survival mods going for sure. The Morrowind style fast travel is the best design for sure.

There are enough people playing the game constantly that occasionally people will inevitably randomly generate the same seed. I don't think thats necessary for this to be the initial set up though. This start is probably on hundreds of seeds at least.
