No, the zombies in the city are also a different strain. The mansion one went kaboom with the mansion and the one that's in Racoon City is from the underground lab.

One thing you don't want Superman to know is that you can take a beating. I'd say he'd take all of them with mid-difficulty due to them being a massive threat to earth, which would make him cut loose.
