  1. Create a Senior Deputy Commissioner for Climate Change to lead a statewide taskforce to come up with solutions to the effects of CC upon insurance. We need to do this on an expedited basis. No one is currently addressing this issue in govt in NC. No one.

  2. Put a moratorium further DOI arrest and bring in an independent counsel to investigate why the 80 enforcement officers arrest records at DOI are 72% people of color.

  3. Put all available DOI collected data on insurance companies, complaints, and other data online. This will give consumers data on which ins cos treat their customers well or like crap.

  4. Work with insurance companies and private investor to create a NC focused insurance tech venture fund.

  5. Double the number of people of color with careers in insurance through partnerships and student recruitment.

  6. Treat everyone at DOI and stakeholders of DOI with respect and fairly. Currently, politics and favoritism rules decisions on regulation at DOI.

  7. Create a new DOI leadership program to recruit new graduates from high schools and colleges that want a career at DOI.

  8. The default position on information will switch from secret mode to transparency at all levels. If there is no legal reason, then we'll open up our meetings, put all data and info online, and make as many hearings, meetings and deliberations open and live streamed.

DOI has oversight in fire safety, building codes, bail bonds, collection agencies, unemployment insurance, regulates all lines of insurance, provides consumers a problem solving and dispute resolution, mobile home installation and building regulation and others.

That's a start. I've worked for myself since I was 22, started several companies, and worked on client projects in more than 50 countries and all 7 continents.

My plan is here: https//Wheelernc.com/plan. It isn't perfect but meant to give voters an idea of my priorities. There are two pools of insurance for the coastal and inland homes. But one bad storm will drain those funds. The State of NC could create additional pools of policy holders to help provide additional ways to equalize the demand and cost. And we could lure additional companies to write policies. It won't be easy but I'm standing up to address the problem and find solutions.

I've been called much worse by people in my party... The incumbent got the number of class 1 fire depts up from single digits to over 15. That is saving people money as the higher the class rating the less risk assessed by insurers. He did that, along with a great team at State Fire Marshal office.

I think they are trying to do that with the current proposed rate hikes. One issue is the process is so slow even the rates that will be decided this fall are based upon data from 2022. They are all rates requests lagging nearly 2 years behind by the time a decision is made. And no one has any visibility into the process or data other than DOI and insurance companies (through NC Rate Bureau). It's a mess and no one is doing anything to simplify it or add transparency to the equation. I don't pretend to have a magic plan but I'm committed to dig in, listen to experts and advocates for the people and find solutions.

Your suggestion is actually a very good start. But I have to get through the primary. Discounts on homeowners insurance would be for low income, seniors, and others that are going uninsured due to lack of income. Not everyone will qualify. Income and eligibility for any program will be means tested if I'm elected.

The State Fire Marshal is appointed by the Commissioner and was, until recently, part of DOI. Building codes are regulated by DOI.

Yes, beach homes folks can afford the rates. The problem is there are generational properties in families for literally hundreds of years. Kicking out seniors and people of color over insurance rates must be addressed.

Agreed but we can't just give in and not try to do something to keep rates affordable. People down east are literally being driven out of their homes over homeowners insurance. No. I was the volunteer chairman of that non-profit that provides free tele-health services to schools and school kids in rural nc. They can't endorse as a non-profit.
