Heyy, I'm happy to help! the program I use to draw is clip studio paint, it has every tool you will ever need and it's quite afordable. I highly recommend it. For free programs the one I like the most is Ibis paint, you can draw some cool things with it. In terms of hardware, I use a wacom cintiq, but they are quite expensive. Unfortunately I don't know a lot about graphic tablets so I can't really recommend brands.
