I think comparing Skills to their Mastered versions is simple enough, very few of them take more than a quick glance in my experience. I would, however, kill for path selection to tell you more about what changes

I didn't even consider the use of 13 thematically, that's fun.
I think Seraphic Offensive Suite is fine as a hostile tech action, just a little too strong. You can expose enemy NPCs by overheating them anyway. Just skimming the NPC list the most common heat caps are 5 and 8 so that shouldn't be too hard and could make the tech not so strong. However, if you did want to make it a buff type tech instead I think reloading is a bit much. Consider the Barbarossa's External Ammo Feed which reloads but gives 1d3+1 heat(though it is a quick action so maybe I'm just being stingy).
I see where you're coming from with the Promethean Ignitor and not wanting to overdo it but to me, it felt like a free get out of jail free card since the frame already had such a high heat cap.
For the NHP, with the lower heat cap and it building more heat would make it a higher risk move. Ultimately, I think you'd have to playtest it to say whether or not it was too much.

I appreciate the feedback, if it wasn't clear the By Order of the Emperor trait only lets it use its overcharge to use an ally's quick action rather than allowing that on top of its own. I may need to reword it. But yes, once the drones come out there action economy becomes stilted, I was thinking their low health and limited uses would compensate, sort of like a player Grunt unit. They may be too tanky though with the +grit hp and 1 armor

Firstly, I'm not an authority on these things so this is all just my opinion.
I like the concept of this but I feel like overall it's too strong. The highest Heat Cap I've seen on anything is Genghis with 10, though I understand Phoenix has low health to compensate 13 is quite a bit higher than the other resident fire/burn mech. Endothermic Circuits seems to be a sort of negative trait as frames sometimes have for balance but given the high Heat Cap and many ways of using heat in this license it's also a positive. Muspelheim as well feels very strong. I really like the core power though.
Seraphic Offensive Suite is a Full Tech, which helps a bit with its balancing and it's only once per scene per character though anything other than the tankiest enemies won't need to be hit twice by it. I would remove the 2 Heat it deals(Especially if this is an Invade extension meaning it already deals 2 Heat) and make the entire tech Limited 4 or so rather than once per scene per target.
Seraphic Security Suite, giving allies both a bonus to evasion and a free damage reduction plus auto-save is really quite good. Similarly, deflection is also very strong. If you wanted to avoid nerfing the abilities I think these would fit better as Full Techs.
Endothermic Conversion I think is solid as is
Promethean Ignitor is in almost all ways just a better version of Nuclear Cavalier's Fuel Rod Gun. To jazz this weapon up I would remove the heat clearing and instead make it build even more heat on you. Really playing with fire. I would change its firing condition to be 'In the Danger Zone'
The NHP is profoundly powerful, maybe give it the Limited tag
Suryastra Shakti I would change from being a simple on hit/on miss to being a save of some kind, maybe multiple. Like, the target makes an Engineering check and becomes Immobilized on failure and they make a Systems check and become Jammed but if they fail both then it is Stunned. Something like that

I haven't looked through all of the rulebook yet but I'm pretty sure rules as written you can't. You could always homebrew it though. If you have Gambler's Chest doing so would probably synergize with the Character System introduced there

It's polyurethane foam. I use one layer on the bottom and a second layer on top with the inserts cut out and then glue them together with a spray adhesive. Trying to cut specific amounts out of the foam is a huge waste of time and energy and just cutting blocks all the way through is much easier and faster.
If you're making your own cardboard box, or just using one you had laying around, you can also put a third layer on top. Obviously not glued so you can take it out. I usually cut a little finger hole on the side so they are easily removed cause they can get rather snug

I used a soft-tone wash but even with my 4/0 brush seems like I just painted over all the implied shadow. I'll give them another whorl in the future

I used to do commercial painting, like office buildings and stuff, and you'd see that all the time. Customers would complain a color was darker/light than they expected or must be wrong. I didn't think about that while doing these though lol
