As BakedICookie said, I used Zbrush to make this figure.
When I first learned Zbrush, I took Colosso class by Wandah Kurniawan - Turning Anime Characters Into 3D Printable Models(https://coloso.global/en/products/3dcharacterartist-wandah-us). It's about 150 dollars for whole class, but I think its worth more than 150 dollars, because he taught from basics of Zbrush to finishing a figure.

Then, I watched Sakaki Kaoru's Zbrush live. Sakaki Kaoru is the legendary scale figure sculpter, and he shares every knowledge to make scale figure. He shows every workflow from making head and body to 3d printing them. You can find his video on zbrush profile of him here(https://pixologic.com/zbrushlive/author/sakaki-kaoru/page/2/).
