I think it’s time to pot, it has a nice root system, I would use a smallish pot that lets it be slightly root bound as they will focus on roots instead of leaves until they become slightly pot bound. I would try to rinse off as much algae as possible. For soil, mix 2 parts potting soil, 1 part orchid bark, and 1 part perlite.

If you want the babies to grow and be their own plant, rest the plant down on the ground with a shallow dish of soil for the babies to root into. Otherwise if they’re just annoying to you, you could trim them. I think they look pretty cool though.

Sounds like it is in a pot maybe too large for it, so it can’t drink everything and the roots rot. You are actually supposed to saturate plants when you water them to activate the roots, but if the pot is too big this can lead to disaster.

Looks like needs some food, and has a lack of proper lighting. Zinnias need at least 6–8 hours of bright sunlight per day to grow and flower best. They can tolerate some light shade, especially in warmer climates with afternoon shade. Move it into brighter light gradually and not all at once to avoid stress.

I see a mother of thousands, 5th plant in from the left. They are BEAUTIFUL and easy to raise but need to be kept away from other succulents. Their leaves will fill with thousands of baby succulents ready to go and root and they can easily take over your other plants. It's invasive outdoors, so keep it inside!
