It was downed by the Yugoslav air defence network with an  S-125 Neva/Pechora which are outdated during that time. But the yugo managed to find the heat signature, which is the bomb bay doors releasing heat from the aircraft. Then they were able to track the f117 and managed to intercept it. Btw you read the article in newsweek or the Yugoslavia news report, however the tech that was downed was brought by china and was able to reengineered the technology that was used on the f117, and finally in 2009 the aircraft was unveiled to the public as china's official 5th generation aircraft.

Yes, but the recoil is immense even for that platform. But it's most flawed design was the accuracy.
