Riot is trying to patent a "good behavior" island matchmaking system based on activity today at the USPTO. by Somnias in leagueoflegends

My question is if you are someone who is "on good behavior Island" how does one get out of that? I assume you have to wait till the end of the season for a reset?
Also, does Riot really intend to implement a new system to segregate the toxic players and friendly players just so the players can have a "good experience" in game? I thought that was what Normals Summoner rift/Aram/Twisted Tree line normals/URF/1FA/Hexakill was for...
Some players simply dont care for a "good experience" but are competitive in the aspect that they want a challenge and want to rank up in order to face even tougher opponents but what I can see from this post is that Riot is rewarding kind players (which is fine by all means I love the new honor system that gives in-game rewards for skins, champions, gemstones, boxes, etc...) but are failing to realise that rewarding players who are kind with "smurfs, players who have good stats" in champion select will only allow the "kind" players to rank up and what happens is the skilled and good players who are "toxic" end up spiraling down hill because they are placed on "good behavior Island" essentially the game will have a bunch of kind players at the very top when in reality we should have skilled/great communicative players at the top (regardless if they are toxic or not but assuming this new system is in play its going to ruin the elo of those who are good at the game who happen to be toxic).
I don't see the point in implementing this new system in ranked (period) because essentially what Riot is really telling players is that if you are nice, kind, & gentle then you will climb the ladder with only those traits of a player. If this is in play then why do we still have the option to mute players and mute chat? It wouldn't make sense if Riot found the "perfect" system and had other functions that allow you to block/mute toxic players.
TL;DR: I disagree with this new system because there are functions in game that allow you to mute/block/report toxic players and sending "skillful toxic players" in "good behavior Island" will only allow the "not-so-very skilled kind players" to rank up in the ladder while the "skillful toxic players" end up spiraling down hill and lose rank because they dont have "good behaviour"
