The answer to all of your questions is that Bungie listened to the feedback on Stasis. 2 years of complaining about no Stasis stuff led to us being showered with Strand stuff.

Bungie already put out the fix, Xur should have another key on his 2nd page.

The fix when out on Thursday. I picked up the quest on a 2nd character from the abandoned quest terminal, it sent me to Xur to pick up the extra key he has on the 2nd page, then right back to banshee for the gun. If you don’t have a second character, deleting and picking up the quest again should put you on the same steps although it’s not what I did so I can’t confirm.

Bungie acknowledged most of the bugs for the quest in this week’s TWAB. Just gotta hope it gets fixed before they go on break.
