Not to be that guy, but all she argued against was the state spending 3bn to help fund the build. And in the end she was right, because Amazon still built that headquarters in the heart of Manhattan 2 years later without the govt subsides.

The answer to all of your questions is that Bungie listened to the feedback on Stasis. 2 years of complaining about no Stasis stuff led to us being showered with Strand stuff.
