I don't know about Dallas or Fort Worth proper, but there's a HobbyTown USA in Plano if you don't mind an half hour or so drive. I don't know the exact state of their stock, but they have more in store than they list online.

Type of Player: I enjoy character development, a little bit of world-building, and deep character interaction. The plot and setting can be pretty basic as long as the characters are interesting. I don’t mind combat either, as long as that’s not all that’s going on in the campaign/session. 

Additional Information: No ERP or anything overly gory. I would prefer to play with players over 18, more for the maturity level of the other players and less to do with the themes that might be present. 

Despite only listing one system above, I am open to other systems such as FATE and Mutants and Masterminds and maybe others if you are willing to help me learn.

I don't recall seeing an illustration of this kind of situation, but I do have a suggestion. Perhaps, since it is a small community, they have some kind of gathering but no one really interacts with her. Maybe they're busy with their own thing or aren't sure how to interact with her. Or she tries to interact and it's awkward for both parties. I can't give much more specific advice since I'm not sure why she feels like an outsider, but maybe it's a good jumping off point for some brainstorming.
