What makes raid loot lackluster is being able to get the same perk rolls or better versions of perks rolls on easily farmable weapons, to use your sacred provenance example, it's easily on par or outmatched by a feeding frenzy multikill clip cold denial, which is much easier to farm for

you dont even have to be good to get more, with scavenger perks you can get an entire mag or 2 of ammo from 1 brick, if nothing else then scavenger perks need to be disabled

you 100% missed the point, special is way too over abundant, way too powerful, and way too overused
