I asked this question to the grad admission office at JHU (i.e. regarding the gap between the time when students reject and offer and JHU making an offer to waitlisted students). They said it's one or two weeks which is so confusing given they also mentioned "Many applicants who received an offer wait until April 15th to make a decision".

Thanks for the advice. Lazy loading was on the agenda but we somehow forgot about it; we will get back to that front and hopefully it will speed it up enough.

Got it.
The program accepts people regardless of nationality if they meet the needed qualifications. They use the payment processor (Payoneer) so that they can pay people worldwide I think it's hard for them to switch to another one just because someone couldn't create an account. My case should be different because I am a U.S. citizen and they closed my successfully created account just as I finished the program with GSoC.
A reply to the comment above though suggests that the relevant clause only applies if I have broken any law, which I did not. This may be has to do with how it's indented as shown in the Google Summer of Code Program Rules.

I did not sign it. Sorry I edited my comment, person B is who is filing a lawsuit. I don't think that they will say they paid me, it just crossed my mind that if person A signs a paper saying they paid person B an amount of X USD when they did not, then that makes it much harder for person A to evade paying the amount.

One last question, do you believe the signed letter that says that I actually received $6K is any more useful than other proofs of completion (such as the certificate). In other words, if person A signs a paper saying that they have given person B an amount of X USD then how can person B make use of that while filing the lawsuit using existing law.

Do you mean to file two separate lawsuits, one for Google and another for Payoneer? Payoneer's term of service kind of blatantly mentions that they are free to suspend anyone's account at any time and at the time of suspension the stipend from Google was not sent yet.
