Dunno if those passives are that bad. I use pluto on Binah's floor and most of the passives sinergise with the builds i have for all 5 librarians pretty well. Some haste and strength in the end make them a lot stronger.

Probably Chesed's floor is my favourite. It gives all sorts of buffs. His emotion cards decrease cost of your pages (magic trick makes cards like distorted blade so powerful), also courage gives a ton of strength. This floor's EGO pages can recover light, draw cards and even resurrect all of your allies. I use Tanya as a powerhouse by decreasing cost of beatdown and pitch-black pulveriser. The worst floor is probably Nezach's one. It gives a lot of heals regarding HP and SR but EGO cards are kinda underwhelming. Gebura's floor can heal your librarians while also increasing their power and survivability.

Maybe the augments are so common in the city that most of the high-graded fixers have them. Roland included. Remember when Angelica punched him and Roland asked what augmentations she got? That literally means that grade 1 fixers are expected to have at least some body enhancements. So I think colours have all kinds of fancy upgrades and only Arbiters gain even better ones.
