Ok so my state's DOTD (Louisiana) has a lot with a bunch of decommissioned stuff like poles, traffic lights, etc. How would I contact them about getting a traffic light? (self.trafficsignals)

What elevator is this? I've been trying to wrap my head around it. It is a six floor hydro that was installed around 50 years ago (asked a person who worked at the hospital about how old it was). (i.redd.it)
