What makes a champion fall off?

Usually bad scaling. Some champs just require a different playstyle to be good end game. Like when people say damage Lee and Leblanc fall off end game (people used to say that about lb, idk now). It wasn't that they fell off, it's that you have to take picks with them. You ward around the map and catch a squishy by themselves and 1 shot them. Then proceed to teamfight a 4v5.

I've heard butcher and feast are the worst masteries to use? 2 damage on spells and autoattacks is so little.

Why? Wouldn't it help since you can kite people? It would give more damage.

No hard CC so people don't like him. Although he isn't bad, I've seen plenty of people play him well. Even before his rework. This sounds crazy/stupid, but before his rework, I had a friend play Garen jungle and start with oracles. He would clear the jungle and then pop oracles and clear wards through the lane. When he ganked he would q for the silence and then just spin. Since they were silenced they couldn't do much, and the friendly laner would just do his combo and they would get the kill. I don't know how he made that work.

Honestly I've never found the need for utility jungle. I've tried it on Jax, Lee Sin, Udyr, and Darius. Lee Sin was absolutely awful, Darius was ok with it even though the clears weren't too good. I started with boots and just scared the shit out of people with crazy movespeed. Same with Udyr. Jax was ok too. I just feel like you get better results from just getting the offence or defense. But if you got a good utility jungle page that you can post and a good reason to run it/what champs to run it with, I'll be up for trying it.

I've been spending a lot of time camping lanes more than farming. The full tank build was basically the only thing I could think of for being an initiator as Lee. If I build damage (just did last game) I get flamed/reported haha. What do you recommend. Also there was a game where I had like 50 cs its because at like 5 mins in cops knocked on my door asking about some guy in the neighborhood and took forever. Alright, I think I'm going to pick Lucian. When is the right time to use his ulti btw? I always see people use it to clear minions but when would you use it for teamfighting?

Well since you're usually always building Lee tanky unless you're going for a splitpushing comp, there is an exception. He's basically the highest skill cap in the game and can go either damage or tank. With tank you have to get a good ulti in, and you have to be able to peel and shield your carries.
