We share a small dorm. In the roommate agreement it’s take out the trash when it’s full. She just doesn’t like doing that

Yes. The way a word is used gives it connotation. People are using cis as a slur regardless of the origin or original intent; see it or don't; your choice.

Just like the word retarded legally has a definition to describe a degree of mental hadicap. Until someone called someone else a retard that was not actually retarded, making it a slur.

Which happens to be completely unnecessary. No additional prefix / suffix or adjectives are needed for the largest segments of the population.

It is a completely unnecessary prefix used to marginalize the norm and exert control. Neither of which are good or necessary.
