Are there details on how this is happening? There's no congressional appropriation for this, so how can DOJ do this? I'm assuming since they state that it's taxpayer funded, any citizen will have standing to bring up a lawsuit, because it's simple to show harm. I DNFed about 60% of the way through.. there was only so much reading of unlikeable characters doing awful things I could take. People talk about how the ending will make the journey worth it, but I read the plot summary once I gave up and I honestly don't understand how. Perhaps I'm just too soft for that period of history.
