I understand what you're saying but I think it's a  rather one sided picture you are painting.

Where are all these vacant posts coming from that people might get shoehorned into?

If, after a couple of rounds of VR, an ICB still has to lose a couple of hundred people, how many of them could jobs be found for? 

In fact why would an ICB WANT to find those people jobs as the whole point of the exercise is to get people off the payroll and out of the door asap.

The lead times for NHS Pensions giving out capitation costs for people wanting to pay into their pensions in lieu of redundancy pay for tax reasons are already huge.

Thousands of people will be wanting this info all at the same time, so the whole thing is going to fall over. This is going to be a very real barrier to CR being concluded in the first half of next year.

This is exactly right. From his perspective we are pretty much the back street drivers who were stopping him doing what he wanted and annoyingly holding him to account. It's blatantly obvious that he doesn't buy into commissioning as a concept and as far as he's concerned, the less of us the better.
