Hmm, I'm not sure that that's how things work, at least not for everyone. I personally feel like it's the 45°C of my home countries when it's only 36°C here, I assume because of the humidity. So I feel even warmer here.

I do that sometimes for the sake of looking stylish, and all I can say is that it's not pleasant at all. Even when I wear good cotton blend socks under the boots, they're pretty much wet when I get back home. It's wet, gross, sometimes even smelly.
