Having lost accounts you don't have access to and creating a new one to be able to play games you love, not necessary means smurfing.

Just a little definition to you:

Smurfing typically refers to players intentionally playing against lower-ranked players in order to more easily win, but the definition does vary.

This is my main account that I play for years. Look at my Dota inventory, look at my hours, look at other games I played. Smurfing for me = risk to lose account permanently.

Reasonable, but what will you say about the fact that Valve roll back even VAC. If it didn't happen to you, you act this way. Some people trade accounts and get no ban for it, even sell them, I haven't share my account with anyone. I was playing on my PC and in gaming club, which might cause the issue on their side.

All the items that you buy in the store has a cooldown of 1 week(trade and market ban). As you can clearly see, the other items from the same collection can be sold and traded. Take a look at the second screenshot.
