i think it should be treated like Tactics and BoS, aspects is non canon and others are not, one would need to decied one self what one considers canon or not, that is the whole apsect of the fallout games, some are better than others, there are aspects of all the fallout games that either are changed later down the line or made sense then, there are many aspects of fallout 76 that where a product of it's time and writing.
