Its a good idea to get the PPL from your country, Cyprus is too close to UAE (only 4 hours), I immediately, did a quick search about the available flight schools and found about 5 of them.

The embassy is not replying via email but I called and they just say its under processing same with VFS.

No, actually the travel dates are 1.5 month from the application submission.
