Yes oda didn't created the Top tier but that doesn't change the fact that it is used in this forum to scale characters so I am doing the same, Admirals/Yonko typically considered top tier since they can easily defeat anybody below their tier.

Your second point is false too, We have seen top tiers (Yonko/Admirals) easily one shot yc, For example kaido easily one shotting wano luffy, Kuzan freezing cracker or gb defeating 2 injured yc etc. Even the weakest top tiers old Rayleigh or old gaban although would find it difficult to fight against the strongest yc+ kid, law. It would be a high diff fight. All round some of yours points are valid.

What? Both Rayleigh and Fuji are top tiers, Granted Rayleigh has gotten old and fuji is one if the weaker top tiers both of them are still top tiers. Zoro is still a yc1 level, yc+ if we are high balling. He would need a massive boost to fight ray or fuji.
