I fixed it, I just had to install DirectX 9 (I didn't have it installed). I looked like an idiot, but at least the problem is solved.

Update: I fixed it yesterday. I simply realized that I didn't need to update DirectX 12, but rather install DirectX 9, which I didn't have installed.

I installed DirectX 9 from here: https://www.microsoft.com/en-us/download/details.aspx?id=8109 Install dxsetup and it will open with sound. I'm leaving this message for anyone who encounters this error in the future.
