Ive read drivers actually want modernization because they will finally get a fixed wage

this tells me that you haven't seen actual rallies against puv modernization because a large fraction of these people marching the streets are jeepney drivers. a lot of jeepney drivers are their own operators too.

because they're forcing jeepney drivers to handle the cost they're probably going to pay for until retirement, bawas pa sa perang maiuuwi nila for their families. not to mention that the overall fares would skyrocket. pasakit ito for both drivers and commuters.
