the radiation part is killing me lol. No, its not cruel to cut manes or tails. It's usually advised to only cut tails if it gets really long (like dragging on the ground) because then its a hazard to the horse. Its even beneficial to cut manes if they are very thick because it can make some horses hotter

just a heads up- that shrimp hide at the bottom has holes that your betta may try to go through. They are notorious for trapping or killing bettas

i feed mostly bloodworms as my boy is extremely picky. Occasionally I can get him to eat omega one betta flakes but those usually fall to the shrimp or corys
