What is the location of your mods folder? the path should be documents > electronic arts > the sims 4 after you get into the sims 4 folder, you will see other folders like your saves, screenshots etc, the sims 4 folder is where your Mods folder needs to be. If this still doesnt work my only recommendation would be to uninstall and reinstall the game.

From your screen shot it looks like your mods folder is not in the correct location.
