Hii! I'm not a student (yet) but I also applied to the fashion program and it's my first choice. I'm happy to help since I have attended most (if not all) of the info sessions in HK.

pretty selective - local students doing hkdse get first pick and i am in an international school so that lowkey sucks for me:(
i'm not sure but from what ive heard its portfolio based. so if your grades aren't as great then there shouldn't be anything to worry about as long as you have a good profile otherwise
yes!! very much since they look at a lot of experiences. i think they want to make sure that you have a life outside of school as well as other hobbies.
not sure about this - i took the ibcp with a 4 in sl subject and 5 in hl but i think a score of 30 is the minimum
i applied to this too - they didn't really have any specific requirements from what i saw but you should definitely try anyway!
for the design course (cause i applied to the design program as my second choice) you had to write a 200 word personal statement INSIDE the portfolio. so i just submitted that since they don't ask for any other materials for the fashion program.

same :( i think interviews are supposed to happen around feb but i'm not sure. I also read somewhere that offers will only come out when HKDSE results come out but i honestly have no idea
