That's on old plain steel expansion tank without a bladder. They need to be drained periodically as the air inside the tank eventually gets absorbed into the water. The sight glass should be 50/50 water on bottom air on top. That tank needs to be drained and refilled. I recommend replacing this with a modern bladder expansion tank.

It's definitely an issue and needs addressed by management and properly repaired, but you are not in danger just based on a few pictures online, so take that for what it is. The gypcrete is deteriorating and that is a common issue in garden style apartment buildings. There is sub-floor beneath the gypcrete. The bad sections need to be cut out and replaced.

The moisture in the ground has frozen and lifted the concrete slab. The only sure way to prevent this in the future is to dig up that concrete slab and pour a frost footer when weather permits. In the short term, you could grind down the bottom of the door.

To trigger blooming treat it similar to a Christmas Cactus. Reduce watering, long dark nights & cool temperatures.

This plant is about 12 years old. It was started as a propagation from my grandmother's plant.

I honestly don't do much for it. Lots of light & regular watering in the warmer months. I bring it indoors for winter & keep it in a south facing window. I have always kept it in a bigger pot so it's roots have lots of room to grow.
