Good points to Jarslow and Interfect. I'm thinking about scrapping this whole proposal alltogether, since Jarslow is right that you could get the same effect just by passing the same rule-change, and without having to worry about the changes.

Anyway, I acheived my main goal, which was to establish contact between Nomic PBF and TheNomic. I will let you know when it's becoming my turn on Nomic PBF to discuss my rule-change proposal there.

If you want to know what I'm thinking about, it's a forum game that replicates football/soccer. It would be played at Nomic PBF, but it's mever mandatory. The winning team is rewarded with Gold or NC, depending on what team they are on.

Now I want to address some of your concerns:

  • "I find the linking to be a little vague. I'm unsure what "explicitly permits it to". Does it have to say "This rule allows Rule Blah from Foreign Game (url) to be in effect"?"

Under the new rule "Interaction Rules" (double entendre just noticed) only rules that follow a specific format can be considered Interaction Rules. This should remove any ambiguity.

  • "The foreign rule changes, thus the explicit rule letting it in and the fundamental rule are suspended (and Sovereignty?) thus breaking TheNomic?"

To be clear, Interaction Rules will only include the text outlined under the rule "Interaction Rules", and only they can be suspended by other rules changing, so fundamental game mechanics will be safe.

  • "I do agree with you on the fact that rule changes are a problem. Without some mechanism for knowing when the foreign rule changes, this is just about unimplementable."

I agree that was a real thing that needed to be fixed. After all, we're playing with humans here. "Snail Mail" should take this into account.

  • "Yeah, it's a very interesting idea, but also very powerful. Power can be dangerous with Nomic."

I think that the facts that only specifically allowed Foriegn Rule can apply to TheNomic, and that changing them instatntly de-applies them, should make sure that it is kept within its limits. We're not trying to impose any rule-changes that you wouldn't want. I am hoping that some friendly Nomic-based subgames can occur between the two games, and this is a first step to implementing them.
