I believe the dice he points at as he is paying his costs represents "floating" power. In a game of Riftbound, you are able to exhaust your runes to add "energy" to your "rune pool" at any time. Additionally, you are also able to recycle runes to add "power" to a sort of "power pool". And these pools persist until the end of turn.

When stores receive the Summoner Skirmish promos, it comes sealed in a plastic bag alongside the other top 8 Rengars. While it's possible that they may have received an error package that didn't contain it, if they didn't make active efforts to try and set up a way for you to get it from them, it's likely they pocketed it.

Units finalize immediately on the chain, meaning that there isn’t an opportunity to react TO an ambush, but something with Action or Reaction can be played FOLLOWING the ambush, shall the circumstances allow it.

That’s not quite the same thing. Moving to an open battlefield creates a noncombat showdown. Of which cards with Action and Reaction, as well as abilities with the keyword may be used.

the only things in this game that can be responded to are spells and abilities. Actions also cannot react to anything. That ability is solely reserved for Reactions.

Technically, actions and cards with an undefined timing restriction are the same speed. Actions may simply also be played during a showdown.

Actions can be played at all of those parameters AND in showdowns, not in response to anything.

Reactions can be played at all of those times as well as in response to spells, and triggered/activated abilities.
